The experience of strategic socio-economic development of the municipality

Abstract

Purpose: to identify features of strategic planning in municipalities. Discussion: the strategic planning of the development of municipalities is a necessary element of the mechanism for managing the sustainable development of the state. Currently in the Russian Federation this method is being implemented in the practice of public administration at all administrative levels. The legal basis of this method is the Law No 172-FZ «On Strategic Planning in the Russian Federation» adopted in 2014, in which strategic planning is defined as the activity of the participants on goal setting, forecasting, planning and programming the socio-economic development of the Russian Federation, regions of the Russian Federation and municipalities. Results: the method of developing a strategy for the socio-economic development of the municipality was studied in terms of the framework and content of the main components: mission, strategic goals, priorities and alternative development scenarios, as well as a comparative analysis of the strategies socio-economic development of the regions and its member municipalities.
