Estimation and control of labor safety in the sphere of population employment

Abstract

The purpose of the article is to substantiate the necessity for considering the territorial peculiarities of using labor resources employed at harmful and hazardous productions, determined on the basis of the economic and statistical analysis, during formation of the optimization model and the procedure of decision making for selecting the programs of the planned control of the employment sphere for labor safety quality. There are various methodologies of labor safety, oriented at characterizing this process within a specific company and without a direct connection to management of labor safety within the region. T.V. Azarnova developed the approach to evaluation of effectiveness of regional management of labor safety quality and formed the optimization stochastic model of the system of planned control of the employment sphere in the labor safety sphere which is oriented at the differentiated management of the control functions as to the groups of companies that are distinguished depending on the complexity of the structure and level of implementation of the labor safety processes. The authors offer to use - apart from studying the situation at specific companies and groups of companies - the economic and statistical analysis of regional peculiarities of the influence of the production environment and the labor process factors for statistically determined groups of companies on the labor conditions of employees. Using the economic and statistical analysis of regional peculiarities of the labor conditions of employees allowed determining the specifics of the influence of various factors at the level of federal districts of Russia and among the regions of the Central Federal District. The obtained results became the basis of the offers that are to be taken into account during development of the effective system of regional management of labor safety quality.
