Abstract

The article traces the Genesis of the ideas of the authors about the role and meaning of education, research and development in ensuring a balanced development of the region. Based on the original author ’s approaches, based on the results of the previous studies and is formed based on the economic status of a reflection in part of the considered problems, the authors have identified the factors influencing the promotion of balanced development of the region, attempted to predict the dynamics of what is happening in education, research and development processes and proposed clustering as a tool of modernization of the studied areas.
