Содержание региональной промышленной политики в контексте стратегического управления
Аннотация
Предмет. Региональная промышленная политика занимает особое место в иерархии целей и задач
общегосударственной промышленной политики. Именно на региональном уровне происходит вза-
имодействие хозяйствующих субъектов и органов государственной власти, согласовываются интере-
сы органов власти различных уровней и хозяйствующих субъектов. В связи с этим необходимо фор-
мирование региональной промышленной политики, адекватной потребностям страны и регионовсоответствующей локальным условиям их пространственного и функционального развития.
Цели. Определение содержания региональной промышленной политики в контексте стратеги-
ческого управления регионами.
Методология. В качестве методов исследования приняты абстрактно-логический, монографи-
ческий и эмпирический.
Результаты. Обосновано содержание региональной промышленной политики на основе систем-
ного подхода; предложен состав соответствующих ему принципов; разграничены стратегический
и операционный уровни региональной промышленной политики.
Выводы. В экономическом и управленческом аспектах необходимо разграничивать два уровня
региональной промышленной политики: стратегический и операционный. Стратегический уро-
вень промышленной политики включает субъекты; объекты; приоритеты, определяемые нацио-
нальной промышленной политикой и социально-экономической политикой региона; цели; за-
дачи; стейкхолдеров; принципы. К субъектам отнесены органы власти различных уровней. Иные
институциональные группы субъектов отнесены к объектам и стейкхолдерам. Объекты регио-
нальной промышленной политики выступают прямо и непосредственно в качестве ее целей. Иные
экономические субъекты, выполняющие различные функции и/или использующие результаты
региональной промышленности, являются ее стейкхолдерами. Разделение объектов и стейкхол-
деров региональной промышленной политики позволяет определить конкретные цели, задачи
промышленной деятельности в отношении объектов и установить функции стейкхолдеровпроцессе ее разработки и реализации. В статье предложен состав принципов, относящихся непо-
средственно к региональной промышленности, позволяющий установить внутренние и внешние
взаимосвязи между ее целями, задачами, субъектами и объектами.
