Content of regional industrial policy in the context of strategic management
Abstract
Importance. Regional industrial policy occupies a special place in the hierarchy of goals and objectives
of national industrial policy. It was at the regional level that interaction between economic entities and
State authorities took place, and the interests of authorities at various levels and those involved were
coordinated. It was therefore necessary to formulate a regional industrial policy adequate to the needs
of the country and regions and appropriate to the local conditions of their spatial and functional deve-
lopment.
Objectives. Determination of regional industrial policy content in the context of strategic management
of regions.
Methodology. As methods of research: abstract-logic, monographic and empirical.
Results. The article justified the content of regional industrial policy based on a systemic approach;
what is presented is the composition of the corresponding principle; delineated the strategic and ope-
rational levels of regional industrial policy.
Conclusions. In economic and management aspects, it is necessary to distinguish two levels of regional
industrial policy: strategic and operational. The strategic level of the industrial policy includes: subjects;
objects; priorities determined by the national industrial policy and social and economic policy of the region;goals; tasks; stakeholders; principles. The subjects are the authorities of different levels. Other institutional groups of subjects are referred to the objects and stakeholders. Objects of the regional industrial policy act directly and directly as its objectives. Other economic subjects performing different functions and/or using results of regional industry are its stakeholders. Separation of objects and stakeholders of the regional industrial policy makes it possible to define specific goals, tasks of industrial activity in relation to objects and establish stakeholder functions in the process of its development and implementation. The article suggests the composition of principles related directly to the regional industry, which allows to establish internal and external interconnections between its goals, objectives, subjects and objects.
