Medium-term budget planning in the region: stages of evolution and prospect of development

Abstract

In the article are presented the results of research of process of medium-term budget planning ’ evolution at the regional level (from the long-term financial plan to the three-year budget). Conclusions about specifics of each stage of evolution are made and the review of problems and prospects of development is submitted (taking into account changes of the federal legislation).
