Abstract

On the basis of methods of system and regression analysis describe the functioning of a complex system using a performance model is developed and estimates of quality management integrated system «human capital - innovations technology» the magnitude of the damage as a consequence of diverse internal and external factors impeding the development of the Russian economy.
