Abstract

In article the problem of perfection of management by regions of Russia in conditions not synchronism of their development is considered. The theoretical and methodical positions are developed, allowing to consider this phenomenon at formation of the mechanism of management by regions. Scenarios of development of the regions, corresponding to their dynamic characteristics are offered. The structure of the management methods necessary for realization of each scenario is proved.
