Innovative development of regions of Russia at the beginning of the 21st century - results and prerequisites on the future

Abstract

The condition of innovative activity in regions of Russia in the 2000th year was characterized as follows. In regional space five uniform virtual groups (clusters) differing on the level and nature of innovative development were allocated. The high level of development of innovative activity was peculiar to limited number of regions, most - we rub, entering clusters A and B. Most the developed cluster was formed by Moscow which, at the general high level of development, wasn t balanced on the innovative potential and its realization in a production activity. The cluster of B, the second for a level of development, included two regions - the Moscow and Samara areas. Strength of a cluster - an innovative production activity; the weakest position - low costs of technological innovations. The developed industrial regions of the country showed poorly expressed innovative activity, having kept quite strong positions in an educational subsystem of innovative sector. A quarter of regions of the country formed the cluster differing low the general in the level of innovative development and, at the same time, high share of innovative production, works, services in the total amount of the shipped production. More than a half of regions of the country are concentrated in group with the general low level of innovative development.
