An empirical analysis of the economic complex of the Voronezh region in the context of optimization models for resource allocation and facilitate effective employment
Abstract
The purpose of this article is to identify socially important and investment attractive branches within the economic complex of the Voronezh region on the basis of official statistics within the approach of the multicriteria optimization model of distribution of resources in the design of the regional economic development programs and to promote effective employment. Set out the main characteristics of the model, which allows to justify the distribution of the direction of the state budget, focused on the development of the regional economy. The article discusses the structure of economic complex of the Voronezh region the share of industry in the gross regional product and employment, the results of calculations of individual indicators characterizing the degree of their social importance, which are then compared with the changes in investment flows to the sector data, which is seen as a reflection of the investment attrac-tractiveness. It concludes on the need to uses of multicriteria optimization of resource allocation model for a more evidence-based recommendations on the direction and scope of government programs and budget expenditures focused on the development of the regional economy and to ensure effective employment.
