The effective contract as the basis of step-by-step enhancement of compensation in the budget sphere

Abstract

Efficiency and quality of education increase - one of the basic directions of realization of a state policy, the general frame of those system transformations which will provide the solution of questions of social and economic development of the country. One of the key directions of the state social policy today is development of pedagogical personnel potential. One of the directions of such development is application of “the effective contract” which includes various changes directed on improvement of quality of education, stimulations, and also qualified personnel selection in education.
